U.S. Investments in Ukraine’s Industrial Parks: Strategic Priorities for 2027
The first Ukrainian-American strategic lobbying and advocacy firm held a large-scale strategic session with representatives of Ukraine’s industrial parks. The main topic of the meeting was the creation of a new system for attracting foreign investment and the development of the Ukrainian-American economic partnership.
The company’s priority for 2027 is to create a comprehensive investment model that will enable Ukraine to offer foreign businesses not only land plots and production facilities, but also a fully-fledged ecosystem for conducting business—with transparent rules, economic incentives, and mechanisms to protect capital.
Five Strategic Areas of Focus
Based on the results of its research, the company’s team identified five key areas that should help attract international capital to Ukrainian industrial parks.
1. “One-Stop Shop — One Payment”
The introduction of a comprehensive support model for foreign investors that will combine legal and administrative procedures, logistics, auditing, accounting services, security, and operational support.
2. Special System of Investment Incentives
Developing competitive tax, customs, and other economic incentives to attract foreign capital and enhance the appeal of Ukrainian industrial parks.
3. Specialized Investment Arbitration
Developing mechanisms for resolving investment disputes and additional safeguards to protect investors’ rights. The goal is to enhance legal certainty and boost the confidence of the international business community in investment projects in Ukraine.
4. Confederation of Industrial Parks of Ukraine
To create a unified representative platform that will consolidate the interests of industrial parks, ensure a systematic dialogue with government agencies, and promote Ukrainian investment opportunities on the international stage.
5. Ukrainian-American Investment Cooperation
Establishing mechanisms for direct interaction between U.S. businesses, investment entities, and Ukrainian industrial parks to identify partners and implement joint projects.
From Finding Investors to a Systematic Investment Model
The proposed approach involves a shift from seeking individual investors to creating a comprehensive environment in which foreign businesses will have clear procedures for entering the Ukrainian market, access to the necessary infrastructure, and effective mechanisms for protecting investments.
The company emphasizes that strategic lobbying and advocacy involve not only representing business interests but also developing specific economic and legal tools capable of helping to improve the country’s investment climate.
Industrial parks could become important hubs for Ukraine’s postwar recovery and industrial development. Attracting American capital, in turn, could open up new opportunities for establishing manufacturing facilities, introducing technology, and creating jobs.
The company views 2027 as a period of transition from strategic planning to practical investment decisions. Work on developing a new framework for attracting foreign capital is already underway.
