The First Ukrainian-American Strategic Lobbying and Advocacy Company has launched a “Professionals to Professionals to Members of Parliament” (P2P to MP) model in Ukraine, which is designed to shorten the path from an industry issue to a legislative solution.

The model involves working with professional lobbyists who translate industry expertise into ready-made legislative solutions—draft regulations complete with supporting arguments, impact assessments, and a clear definition of the problem that needs to be addressed at the parliamentary level.

This approach changes the traditional practice of engagement, in which business or industry representatives communicate directly with Parliament, providing large amounts of technical information without a structured proposal for adoption.

Within the P2P-to-MP model, interaction follows this sequence: professionals → professional lobbyists → parliament, which allows industry expertise to be translated into a format suitable for legislative work.

In Ukrainian practice, the preparation of regulatory changes involves going through specialized agencies, interagency procedures, and the Cabinet of Ministers, which often leads to delays in the process or a loss of the original intent of the initiatives.

The use of the P2P-to-MP model makes it possible to bridge this gap by drafting ready-made legislative proposals and providing systematic support for them at the level of parliamentary committees.

This approach is used to work with private businesses, industry associations, the financial sector, and government institutions in cases where changes to legislation or the regulatory environment are needed.
